Bunny that was written BEFORE this happened:

NCIS When Tony was sent to be Agent Afloat aboard the Reagan before being transferred to take Burley’s spot on the Seahawk
Since he got shipped out to be there in 24hrs of his being notified (and I won’t get THAT bit of fubar) he didn’t get a chance to go over the crew beforehand. So the first thing he does is go over everything the past (and not this last agent but the last several) agent’s left as far as what’s going on onboard.
There he finds some interesting things going that seem to be on some sort of time table.
So he digs in even further before going on walkabout around the ship and getting a feel for himself about the things.
Vance and crew meanwhile only hear that’s he basically locked himself in his room for a few weeks after launch and they all write him off as having fallen into the bottle with Vance deciding to keep him there because of it instead of transferring him further out and away from him.

What Tony stumbled on was a well-hidden smuggling ring that went through several people and ships.
They will smuggle anything for the right price, even people.
So everyone, including the captain, think he’s a no good drunk, he’s using his resources and networks to connect everyone in on the scheme.

Everyone’s chugging on when suddenly calls come into Vance, Tony has gone nuts while they were in Italy and has arranged for a lot of the ship’s crew to be arrested by Interpol and NCIS agents there.
And the same things are happening on a lot of other ships which either docked somewhere or who suddenly have military landing onboard the ships doing the same things and the Captains are sending blistering calls to Vance and Davenport to put a stop to it and get the rouge agent under control NOW!
Only for them both to get a call right afterwards with the SecDef reading THEM the riot act for letting a smuggling ring run so long without being discovered
And if it hadn’t been for the diligence of the new Agent Afloat on the Reagan they would never had caught it.
In otherwards to punish him Vance sent him only to see him not only coming smelling like rose water but getting the highest commendation the government can give him.
