As a possible plot bunyip, I think that Internal Affairs would investigate why Ziva ‘panicked’ and fired multiple times inside the crate she and Tony were trapped in. 🤔 Because that means she could potentially have another ‘panic attack’ in a much more public location, where innocent citizens could be hit by her random shots, which would be very bad publicity for the agency. 😠
And given his background, I think that Vance would be quite leery about pushing IA too hard about reinstating her for duty asap. If nothing else, Ziva getting angry for being questioned about a possible ‘panic attack’ and then making disparaging remarks about the quality of American training compared to Mossad training would definitely make anyone interviewing her about that Charlie-Foxtrot slow-walk their issuing their conclusions about her being cleared to resume duty.

Panic

Tony had already turned over his gun to the investigators that he had made sure were called in outside of the wants of the angry Gibbs. Gibbs and Madam Director may want to skate by the regulations about an agent shooting but he was in cover his own ass mode and wasn’t going to let Gibbs get away with investigating the area his own agents had a shootout with terrorists at. Especially when the so-called Mossad Liaison Agent SHOT him and was now lying about doing so.

Said Liaison Agent was pissing off the IA people by refusing to give up her weapons used during the shooting so the investigatory agents could check on just where her shots went in their shooting review. She immediately claimed panic over being in an enclosed space when the paramedic called to the scene and claimed Tony had been shot and not cut by a crate.

She was forced to go under a therapist to get recertified under the mental health clause of all federal agents’ contracts and would not be allowed back until she passed the examiner’s review. Something she continuously refused to do, and Madam Director was forced by HER superiors, who didn’t want a mad gunner running around shooting people because she panicked to get her to do. Added to that was her constant verbal threats that Mossad Agents would just as soon KILL a person with a paperclip than be around someone they deemed weak, had her on the next plane home as a danger to everyone she was around and labeled persona-non-grata in the country she had been sent to liaison with by her father, the Deputy Director of Mossad.

No one saw or heard from her again and Madam Director was forced to have everything she was working on under observation for the next five years due to her vouching to the delusional person.
She died two years later under hospice where she had been placed when she couldn’t hide the tumor anymore due to regulations demanding health checks for irregular behavior.
Gibbs was just forced to retire after his own injury and Tony took over his position, Tim was soon sent to Norfolk after his tantrum over not being promoted to SFAC after having only enough time in to be a Junior Agent, and Abby was forced into rehab for her own problems after her breakdown after Gibbs left.
