It came to a head when he caught a first year Puff running late for class and started to beat him near to death with his whip. Unfortunately, he chose the room right outside the dual 7th year Puff and Gryff Advance Charms class. The head Gryff Prefect grabbed Filch and slammed him against the wall, with the Puff Prefect starting to show him just what a true horsewhipping felt like.
The females took the first year up to the infirmary while Flitwick critiqued every swing and gave pointers. Stating it was not part of his teaching remit according to the Inquisitor and Minister’s Laws to do anything outside of teaching his course. As such he was not allowed to stop it.

Madam Pomphrey wouldn’t take him, and when St. Mungo’s found out why he was whipped, neither would they. So, he was shoved off to a muggle hospital to instant surgery to close his many wounds. And to be cared for, for the rest of his days as the police tried to find out who had done it.
